Planning Scheme Amendments are required by law and there are strict instructions to be carried out before proposed planning scheme amendments can be submitted to the Minister for Planning for consideration.
Amendments may involve changing the mapping relating to the zone or overlays on land or updating the written part of the scheme (ordinance) or both.
Council or a third party can request a planning scheme amendment.
There are fees and several stages to step through for a planning scheme amendment to become part of the planning scheme. More information can be found at Amending a planning scheme

C168egip – Lakes Entrance Northern Growth Area Native Vegetation Precinct Plan extension of operational timeframe - Gazetted
The amendment extends and updates the operational timeframe of the Incorporated Document Lakes Entrance Northern Growth Area Native Vegetation Precinct Plan (October 2013) by ten years until 1 July 2033, to provide for the protection, management and removal of native vegetation within the Lakes Entrance Northern Growth Area (LENGA) precinct.
The extension to the expiry date of the Native Vegetation Precinct Plan (NVPP) is necessary to ensure that it continues to allow for the efficient and orderly planning approvals process for the precinct that was established by Amendment C112 to the East Gippsland Planning Scheme. The Lakes Entrance Northern Growth Area Outline Development Plan (2013) and the Lakes Entrance Northern Growth Area Development Contributions Plan (2014) both anticipate a 30-year plus development horizon for the housing precinct. This amendment extends the NVPP to ensure that the overall land use planning framework for the LENGA provides an efficient approvals process that remains in place for the precinct to support housing supply in Lakes Entrance.

A state government funded and led project to review the Erosion Management Overlay (EMO) has progressed with the approval of a planning scheme amendment by the Minister of Planning and revised overlay maps now forming part of the East Gippsland Planning Scheme.
The Erosion Management Overlay (EMO) is a Victorian Government planning control used to protect areas prone to erosion by minimising land disturbance and inappropriate development. When an EMO affects a property, a planning permit is likely required before building construction, earthworks or tree removal can occur.
The review of the Erosion Management Overlay across East Gippsland will reduce the burden on landowners by ensuring it only applies to land where there is a real risk of erosion.
The project has two parts, this first part was primarily to review the mapping. The second part will result in more specific planning controls and requires another planning scheme amendment which will likely be exhibited for public comment.
To find out what planning controls apply to an area of land, a free planning map can be viewed or downloaded via the Department of Transport and Planning website or Mapshare.
